Participation in international task forces and working groups

LEARNING METRICS TASK FORCE (BROOKING INSTITUTION AND UNESCO INSTITUTE OF STATISTICS)

The reason for the launch of the project Learning Metrics Task Force (LMTF) was the data of the EFA World Monitoring Report 2012. According to the report, 250 million children of primary school age cannot read, write or count, including those who have attended school for at least four years. UNESCO experts considered one of the reasons for the current situation to be the lack of uniform global indicators in approaches to assessing the quality of education.

In response to this need the UNESCO Institute for Statistics (UIS) and the Center for Universal Education (CUE) at the Brookings Institution launched the LMTF.

The main objective of the project is to promote a paradigm shift in the negotiations (at the world level) regarding education from the issue of accessibility of education to the issue of accessibility and quality of education. Based on the recommendations of local technical working groups and large-scale global consultations LMTF sought to make recommendations to help countries and international organizations measure and improve the learning outcomes of children and young people around the world.

CICED’s experts participated in the work of LMTF. CICED became the information and coordination element of the project in the CIS and Central Asia: it attracted 15 experts from Kyrgyzstan, Kazakhstan and Azerbaijan.

The outcome of the work of the LMTF is a framework for measuring learning, which is informative for the global political dialogue and relevant to the national educational goals of the UN member states. In 2016, the final report of the project “Champions for Learning: The Legacy of the Learning Metrics Task Force” was published.

BUILDING EVIDENCE IN EDUCATION (BE2)

CICED is a longterm a member of the Building Evidence in Education (BE2) working group. BE2 is an international working group whose members are multilateral and bilateral donor agencies, organizations and NGOs, and grant foundations with a focus on educational research.

BE2’s main goal is;

–           cooperation of organizations carrying out their activities to improve the quality of research in education and promote the use of data for the formation of educational policies and education reform.

The group is managed by organizations such as the World Bank, UNESCO, UNICEF.
