Rosobrnadzor has announced that from September 1st, only Four Events will be conducted to assess the Quality of Education

The Government of the Russian Federation has approved a list of measures for assessing the quality of education and guidelines for conducting these events. 

The decree of the Government of the Russian Federation “On Approval of the List of Measures for Assessing the Quality of Education and Guidelines for Conducting       Measures to Assess the Quality of Education” was signed by Prime Minister Mikhail Mishustin.  According to the approved document, starting from September 2024, Rosobrnadzor will conduct only the following four activities as part of its monitoring of the education system to assess the quality of education: 

  • National comparative studies onthe quality of general education;
  • All-Russian verification activitiesin educational organizations offering basic general education programs;
  • All-Russian verification ofeducational organizations that implement educational programs at the secondary vocational level;
  • International comparative researchon the quality of general education.

Rosobrnadzor has explained that these activities are carried out in order to ensure state guarantees for the level and quality of education, considering the uniformity of requirements for learning outcomes in accordance with Federal State Educational Standards (FSES) and Federal Basic General Education Programs (FOOPS).

During the academic year, schoolchildren and students of colleges and technical schools will participate in one of the listed activities to assess the quality of education. These activities will be included in the schedule of training sessions and can be used by schools and vocational training organizations as activities for the ongoing monitoring of academic performance and mid-term assessments of students.

Recall that the head of state has approved a list of instructions for implementing the address to the Federal Assembly. Among the points included in this list was the need “to ensure the development and implementation of measures aimed at creating a harmonious and effective learning (regular and extracurricular) environment for students  in general educational programs”. This includes reducing the time students spend on homework, as well as reducing “measures to assess the level of knowledge of students and the quality of education and excluding evaluation measures not provided for by regulatory legal acts of the Russian Federation”.
